Topics can only be delete-d by administrators but users can delete- thier responses

It was a topic I started here and realized it wasn't what I wanted to report . I tried to delete- it after posting it . I reread what I posted as a topic . Tried to delete- it and couldn't . So I changed the topic and asked the question ????
