help with a leak

Whatchagonna do? Use a blow dryer and then shoot it with foam? Stand back boys 'n lets be wise...

I got a call years ago in the winter about a giant wall of ice coming over the edge of the building and could we chip it and break it up.... got there and exactly whats in that pic was in the ice, about 3 ft thick and 25 ft down the side of the building. at the bottom was about 8 electric bubbles inside the ice wall.
we did decline that job.

Probably would have declined that one to. No matter how broke I was.
It's not exactly a airplane-on-conveyor question, but does ice conduct electricity enough to be dangerous? That question came to mind reading Sean's post.
If frozen solid and below freezing out, ice should act as an insulator. Not sure I want to test that out though.
I probably would have said "For something like this, you best call an electrician"
Let them pump another full tube of "Sillycone" around the conduit base.
